Club Permit Scheme
The Victorian Club Permit scheme allows members of car clubs that are recognised by VicRoads, including TCCA, to make limited use of historic vehicles on the road network for up to 45 or 90 days per year.
Financial members of TCCA can apply for a Club Permit for 'Classic' and 'Historic' vehicles manufactured after 31 December 1930, but more than 25 years before the date of the application for a Club Permit.
To apply for a Club Permit through TCCA please complete the following process:
BEFORE YOU START
- Ensure your club membership is up to date or Sign Up.
- Read our club requirements below and contact us or attend a club meeting if you have any questions.
1. APPLY ONLINE
- Submit the required information and photos via the application form.
- Applications are reviewed twice monthly in line with club meetings and committee meetings.
2. OBTAIN A RWC
- Use a reputable mechanic to obtain a Victorian Roadworthy Certificate.
- If your vehicle is modified you may need a VASS Certificate.
- Book an inspection time with one of our Club Permit Inspectors.
3. VEHICLE INSPECTION
- Present your Vehicle and RWC to our Inspectors for review.
- Pay a $50 inspection fee to the inspector.
- Our inspectors will provide you with the paperwork required for VicRoads.
4. VISIT VIC ROADS
- Present your paperwork at a VicRoads Branch.
- Pay the Club Permit Fee directly to VicRoads.
- Affix the plates to your car and inform our Club Permit Administrator of your Club Permit number.

NEW APPLICATION
Please note the Club Permit process takes time. We advise making your application as early as possible before you obtain your Roadworthy Certificate to leave plenty of time for the inspection before your RWC expires.
RENEWING YOUR CLUB PERMIT IN PERSON
Club Permit renewal forms can be signed in person at any General Meeting, Committee Meeting or Cars, Coffee & Doughnuts event.
This signed form can be presented at any VicRoads branch or uploaded via the renewal option on your MyVicRoads account.
RENEWING YOUR CLUB PERMIT ONLINE
Permits can also be renewed completely online using the following steps:
1. Submit an online renewal request using the form linked below.
2. You will receive a hand-signed Club Permit Endorsement form via email.
Please Note: Renewals are processed twice monthly in line with General and Committee Meetings.
3. Sign your portion of the VicRoads renewal paperwork
4. Upload your signed renewal and the club-signed endorsement form using the renewal option in your MyVicRoads Account.

Please Note: Online renewals with VicRoads are not instant. VicRoads will review your renewal and send a confirmation email usually within a week.
- Club members are encouraged to attend at least one club event per year with their vehicle whenever possible.
- Committee members can ask to see a club member’s CPS logbook at any event, to ensure that the logbook is being used correctly.
- Vehicles submitted must be roadworthy, well presented and reflect that the owner is an enthusiast.
- Toyota, Lexus & Daihatsu vehicles are eligible for the Club Permit Scheme with TCCA.
- Hino vehicles, Japanese-manufactured motorcycles and non-Toyota vehicles will be considered on a case-by-case basis for members who are actively involved in club activities and have been members for longer than 12 months.
- Motorhomes or Campervans (I.E: Toyota Coaster buses) will not be considered. Small campers such as Hi-Ace and Lite-Ace are eligible.
- Any modifications you make to the vehicle after it has been accepted into the scheme will also need to be cleared with the Committee, to ensure the Club remains comfortable with how the car or bike is presented.
- A Club Permit is not an avenue to bypass engineering approval for a vehicle. VASS certification will be necessary for those vehicles that do not comply with VicRoads VSI 8 & VSI 33.

- Club members must maintain financial membership for the Club Permit to be valid. Lapsed membership automatically negates your club permit.
- Members must fill in the CPS logbook when using the vehicle. Trips going past midnight will require a second-day entry to be completed.
- CPS logbooks can not be pre-filled in or filled out in advance. For multi-day trips, each day's entry must be completed before setting off that day.
- Vehicles can not be used for commercial purposes.
- If vehicles already on a club permit are modified, new modifications must be emailed to the Club Permit Administrator.
- Modifications to a vehicle must comply with VSI 8 and VSI 33 (VSI 4 for motorcycles). If a vehicle is modified beyond these guidelines a VASS certificate and M-plates may be required.
