Club Permit Scheme

The Victorian Club Permit scheme allows members of car clubs that are recognised by VicRoads, including the Toyota Car Club of Australia (TCCA), to make limited use of historic vehicles on the road network for up to 45 or 90 days per year.
Financial members of TCCA can apply for a Club Permit for classic and historic vehicles – manufactured after 31 December 1930, but more than 25 years before the date of the application for a Club Permit.
To apply for a Club Permit through TCCA, please complete the following process.
Before you begin your application, visit the VicRoads website for further information regarding the Club Permit Scheme.

  1. If you haven't already, Sign up and become a member of the Toyota Car Club of Australia. (You must remain a Financial Member of the club at all times while holding a Club Permit)
  2. Meet with a committee member at our monthly General Meeting or a Club organised event. This allows us to get to know you, and it also allows you to see if the club is the right fit for you. We want our members to be actively involved in the car club to help create the best environment possible.
  3. Complete the “Club Rego Pre-Approval Form”. This allows us to determine if you are eligible for a H-plate (requiring only a RWC) or M-Plate (Modified vehicle requiring a RWC and VASS Engineers Certificate). Being Pre-Approved does not guarantee that we will endorse your CPS application - that will be determined at the vehicle inspection.
  4. Our Club Plate Officer will review applications with the committee at each General Meeting (2nd Tuesday of each month excluding January) and Committee Meeting (4th Tuesday of each month excluding December) before replying with details to book the inspection of your vehicle with our Club Safety Officer or Scrutineers.
  5. Obtain a Victorian Road Worthy Certificate (RWC) that will be valid on the date of your inspection.
  6. Present your vehicle to your chosen Club Safety Officer / Scrutineer at the arranged time. Ensure your car is clean and well-presented and that all details on your RWC are 100% correct before you attend the inspection. There is a $50 inspection fee payable at the time of the inspection. If approved you will be provided with all relevant documentation to provide to VicRoads.
  7. Take your RWC and Club Issued Documents to a VicRoads office to complete your Club Permit Application and receive your new "Red Plates"
  8. Advise TCCA of your new Club Permit Plate Number
  1. Club members are required to attend at least one club event per year with their vehicle whenever possible.
  2. Committee members can ask to see a club member’s CPS logbook at any event, to ensure that the logbook is being used correctly.
  3. Vehicles submitted must be roadworthy, well presented and reflect that the owner is an enthusiast.
  4. Toyota and Lexus vehicles are eligible for the Club Permit Scheme with TCCA.
  5. Japanese-manufactured motorcycles and non-Toyota vehicles will be considered on a case-by-case basis for members who are actively involved in club activities and have been members for longer than 12 months.
  6. Motorhomes or Campervans (I.E: Toyota Coaster buses) will not be considered. Small campers such as Hi-Ace and Lite-Ace are eligible.
  7. Any modifications you make to the vehicle after it has been accepted into the scheme will also need to be cleared with the Committee, to ensure the Club remains comfortable with how the car or bike is presented.
  8. A Club Permit is not an avenue to bypass engineering approval for a vehicle. VASS certification will be necessary for those vehicles that do not comply with VicRoads VSI 8.
